[...] In short we are of the opinion that the questi in of nation di iation sl:ould be settled not on tip bads of ideological principles but on the merits of each individual cas Ideologists in love with the governing prinripl.e3 of the Soviet Union would do well in deciding the real cost to the community to consider not only the blood bath which was necessary to the seizure of political power but [...] The exemption of life insurance business from the operation of the estate duty is claimed on grounds of the low economic status of the population the duty of every Government to stimulate the habit of thrift and life insurance and the justice in providing relief to the middlclasses on whom this measure will bear heavily. [...] The Committee the Chairman of which is Sir Hubert Carr consists of influential members of the Association of British Chambers of Commerce the Britain Insurance Association the Chamber of Shipping the United Kingdom Federation of British Industries the East India section of the London Chamber of Cmmerce and the Indo-Burma Association. [...] private capital market and other Governments; (4) the ability of the borrower to make effective use of the funds; (5) the capacity of the borrower to repay; (6) impact of the loan on the domestic economy of the U.S.
