The States Ministry has to decide the terms on which finacial assistance is to be given to the States and how the States' pool of the divided heads of revenue is to be distributed. [...] The proposal of the Engineeing Association of India is quite otherwise; for it seeks to keep the people of the area out of the management of its affairs. [...] The preliminary technical reports are expected to be ready in six months and the project may take about five years for the complete erection of the works and the commencement of pilot production and a further period of two years for the output to reach the full rated capacity. [...] The contracts leave the Government with an option to retain the services of the consultants for the subsequent stages of the project such as the prepartion of designs supply or procurement of machinery and the erection of the plant upto and including haning over the plant in working order.
