It is generally supposed that there is nothing which could in any way prevent any Dominion from seceding from the Commonwealth if it so wishes and that the common allegiance to the Crown which the Statute describes as the symbol of free association of the members of the British Commonwealth of Nations" carries no futher obligation than that foreign appointments and that of the Governor-General [...] A report that the U. P. Government had made up its mind on the re-introduction of partial rationing in some of the cities of the Province as from August 1 has been contradicted by the U. P. Fooa Minister only in so far as it related to the date of the reversal of policy and the fact that any such reversal128 THE EASTERN ECONOMIST July 23 1948. [...] The ceiling import and export quotas which are in existence today are a compromise on the one hand between the statistical needs of the Provincial and State Governments which if fully met will destroy absolutely the initiative to produce more locally or to make the production move and on the other the dire needs of the present situation. [...] The Transport Minister said in the course of his reply to the debate that he would carefully watch the experiment of the nationalisation of bus services in Madras city which was put into execution recently and in the light of that experiment decide in October next what course should be adopted in the case of the bus services in the mof usil. [...] The need for such a survey has become the greater because of the Government of India's intention to do something to ameliorate the conditions of this class of the working population in our country.
