To detain Communist leaders in the country and to denounce Communism periodially may show a live appreciation of thi§ danger; but in view of the ineffectiveness of such action in every country which has succumbed to the Communist asault is the Government of India convinced that with these meagre deeds and the kind dispensations of a merciful Providence we shall net be swept away in the com [...] We refuse to believe that in the face of a common danger the nations of the East lack the imgination and determination to rally as the nations of Western Europe with all their differences have rallied in the last few months. [...] This was the arrangement originally contemplated as appears in the Finance Minister's reply to the interim budget debate where there is a reference to an Econmic sub-committee of the Cabinet which was to tackle in the first instance the question of profit-sharing. [...] The preamble lays down in quite unequivocal terms that the real purpose of the investigation is to ascertain whether in actual adminitration the incidence of the tax falls in a full measure in accordance with the provisions of the law. [...] The report lays consderable emphasis on the complementary nature of the economies of the two Dominions and that of the United States and calls for a close and integrated coperation between the two Dominions themselves.
