The significance of the terms of the first resolution lies apart from the details of the recommendation in the manner of approach to the Security Council. [...] The Charter of the United Nations has in recogntion of the importance of regional problems envisaged in Article 52 a special role for regional organisations in its scheme for the maintenance of international peace and security subject only to the condition that they are consistent with the purposes and principles of the United Nations and that no enforcement action shall be taken under regi [...] The release of the leaders and the restoration of the Republican Goernment and the withdrawal of Dutch forces to the postion as on the 18th December last are only the minimum conditions. [...] It has forged a new instrument not only for the Indonesian affair but also for other oppotunities of joint action which is at last to bring to the East a higher place in the framing of the lives of its own peoples apart from the framing of the larger policies which govern the peace of the world."
