The problem of Palestine remains in one sense; the boundaries of the new State are still to be fixed; the status of the sacred city of Jerusalem is to be detemined; the relations of Israel to Egypt Lebanon Tranjordan and Iraq and the larger import of the arrival of the new State as a factor in Middle East politics are to be dec'ded. [...] The moral in both cases is the same that we should concentrate on prime economic needs and give to other welfare actvities no impracticable place in the scheme of things."
