There is also the desire on the part of the other members of the Commonwealth to see India continue within this association not merely because of the ties political and economic which bind the United Kingdom to this coutry but also because India as the leading power in Asia today has subscribed to those democratic principles and ideals of a free society which unite the members of the Commo [...] Criticism however must take note of the fact that in the absence of the full report of the Tariff Board it is not possible to assess the merits of the eoRiderations which have prompted the present decision. [...] The inclusion of the question of Hyderabad securities on the agenda was not perhaps very prudent as the problem was incapable of solution on the basis of the evanescent absolute rights of the Nizam. [...] The text of the agreement on the points now settled will not be available until the 19th April but it is no mean tribute to the confidence which the pulic repose in the respective leaders of the two delgations that the actual terms of the various agrements are accepted in both Dominions almost without any criticism in the certainty of the conviction that if any improvement on the terms [...] Though the Expert Committee on the Financial Provisions of the Constittion recommended the centralisation of this levy after securing the concurrence of the provinces on the quetion of extending the duty on agricultural land the Committee has been forced in the absence of the uanimous approval by provinces to exclude agricultural land from its scope.
