The question of the Freedom of the Press remains but it is not relevant to the primary point that the incapacity of our Press to rise at once to the full stature of its responsibilities is due not to Government restrictions but to the fact that training on the new lines requires many years and the historical setting before Independence did little to bring it forth. [...] Within the last fortnight there has been the case of the suspension of the "Civil and Military Gazette " Lahore for a period of three months for the mere publication of a report to the effect that the Prime Ministers of India and Pakistan had agreed in London on a partition of Kashmir. [...] The United Nations in our own day rpresents an attempt to extend the concept underlying democracy and ultimately of all civilisation of the substitution of the methpds of persuasion for the intruments of force which had in the past settled the course of international relations. [...] The General Assebly of the United Nations the third annual session of which concluded at Lake Success last week is the chosen forum in which the representatives of the Goernments of the countries of the world are enabled to bring their resources in argument to bear on the outstanding issues which have resulted or are likely to result in the display of force. [...] discipline in the use of the veto the Convention on News and finally the re-opening of the cases of countries which were refused admission to the United Nations by virtue of the Soviet Veto in the Security Council.
