[...] The course which has now been chosen gives hostages to fortune but the rwards of its success are far greater to the minorities themselves and to the nation as a whole; briefly it faclitates the disappearance of the 'minority' status and the eventual absorption on equal footing with the majority provided of course the conditions for it are observed and guaranteed in practice by the m [...] The movement has to grow from below and it is up to the co-operators of course with the active assistance of the Government to create the co-operative spirit among the people and strengthen the movement in every possible way.
