The Finance Department in New Delhi remained to the end an unrepentant and horrified opponent of the idea of an Indian Governor of the Reserve Bank in the middle of the war. [...] Of far-reach ing significance are the proposals dealing with the enhancement of penalty for the violation of the provsions of the Act and the clarification of the legal liablity of the mit* owner for the administration of the Act. [...] Appropriation from the Bettement Fund for the construction of bungalows for the higher railway staff is certainly a travesty of its objects The Committee will decide both the issues—the object of the Fund and the source of annual contributions. [...] He should be recognised by the President who has also the power to withdraw the recognition in the event of misbehaviour on the part of the Ruler.
