The Tariff Board is no new institution and has existed before the war but the reasons for its special success now should be traced in the libc -aliz.rtiun ui the terms of reference which make the Board judge the question of protection to Indian industries from the point of national interest" instead of strictly resering such matters for the discretion of the Government itself. [...] The subsidy in fact will be to the consumer and not to the manufacturer as the whole of it or even more may have to be passed on to the former through lower prices. [...] The point which is now important however is not the budgetary figure but the gap which has appeared in the budget as a result of the restriction of imports which the Budget failed to contemplate. [...] Though his suggestion that regulation of the right to strike is partly the price which the community demands for its generous expenditure on the welfare of the worers may evoke criticism in certain quarters he was on firm ground in defending the fundamental right of the modern State to intervene in the field of industrial reltions. [...] Another important recommendation of the Council is the establishment of a Board of Engineering Research to stimulate and cordinate research in the different aspects of engineering which at present is being carried on under the various departments of the Government of India.
