The first and very much the most important defence in the short period must be the will of the people; we will need a concerted plan of propaganda and explanation to bring the meaning of democratic freedom home to all the peoples in this threatened area. [...] There are not wanting signs that the basis of the secular democratic State of which the Prime Minister is the prime exponent is being assailed publicly and privately by the sentiment certainly widspread that India's decline has followed upon the abadonment of the heritage of Hindu culture which marked this country's tremendous ascendancy in the past. [...] The Sugar Syndicate has come in for quite a lot of blame but it is overlooked that the ability of the Sydicate to control the market is directly proportional to the stocks held in the factories. [...] The penultimate clause of the new draft Article provides that if a Bill for the acquisition of property by the Goernment is pending in the Legislature of a State at the commencement of the constitution and has received the assent of the President the principles prescribed in the 13ill for the determination of the amount of compensation and the mode of its payment shall not be called into quest [...] He pointed out that the operations of the Indian Aluminium Copany have been considerably hampered by three factors: labour trouble at Alupuram now the subject of adjudication; the 'sudden demand of the Government of Travancore for payment of a higher rate for power than what is prescribed in the agreement and the temination of the Aluminium Pool in May 1949.
