The Praja Parishads and State Congress organisations became the champions of the movement of liberation; but they did not win freedom for the States; as soon as the Rulers fell the representtives of the people as by a single stroke were at the top. [...] The major need of the present is not to measure the cumulative result of the various cuts already made or in prospect or to covert the Government to the need for structural changes in its organisation. S. concessions proved too lenient had damped the fervour of the American delegates at Annecy while the continuing balance of payments difficulties and the dollar crisis in a number of countries deprived tariff reductions of their significance as most of the signatory countries are likely to take advantage of [...] The departmental case for restricting the use of telephones in the interests of iprovements in the standard of service and conservation of the existing equipment is unconvincing. [...] The broad fact is that the total deficit of rice in the importing countries in this region is estimated to be of the order of 7 million tons.
