The statement of the foreign policy of the Goverment has made no mention of the major problem of foreign policy arising out of the division of the world into the two big blocs. [...] At any rate the Congress party in power today in Republican India is not the same as the party which was in the vaguard of the struggle for freedom; with its control of state functions has come the necessity to view the prolems of the country in the light of present needs and prpound solutions which sound practical in terms of the needs and ideas of the millions whom the Government shoul [...] There is room for misgiving on both these issues; the resolution prescribes—and this is perhaps to be regarded as a party mandate to the Government of the day—that the selection of the personnel of the Commission should be made primarily with the view that the outlook of the Commission is in harmony with the basic ideas which should govern the plan." [...] The terms of reference of the Committee are to enauire into the finances of local bodies and to make recomendations for the improvement of local finance and for that purpose to examine whether the existing rsources are adequate for the performance of the funtions assigned to the local bodies and to consider whther and if so what further sources of revenue should be provided; to study
