He expected the National Planning Commission to suggest the organisation necessary for this purpose; elsewhere during the debate on the voting of the Finance Minitry's grants he thought that the Planning Commission would survey resources review the existing plans and fix an order of priority delimit the activities of the State —and as a psychological necessity —produce the picture of a pla [...] But there has also been some necessity; the statement of Objects and Reasons atached to the Bill describes this in non-committal laguage as arising out of the weaknesses of the provsions in the Industrial Disputes Act of 1947 for the eforcement of settlements and awards as well as of the need to maintain uniformity of principles in all the 'States to avoid anomalies especially in case [...] We have had occasion to criticise similar provisions included in the Industrial Development and Control Bill and while all the objections raised in that connection apply to Sections 106 to 111 of the Bill there is the additional ojection that the ostensible purpose of the control which is "securing the public safety or the maintenance of public order or for maintaining supplies and services es [...] With the fast developing tempo of commercial and diplomatic activity the prospect of etending the overseas telecommunications links is wideing and if the rapidity of the pace of expansion is arrested in spite of numerous proposals for such links it is due to limitations of finance. [...] The Board is of the opinion that the output of the indigenous industry is only twfifths of the rated capacity and meets only ontenth of the estimated demand in the country.
