The Committee will have to make out a case for the continuance of sterling releases; since these releases have accounted for the bulk of the total flow of British funds to South-East Asia of the order of £ 750 millions between the end of the war and the beginning of 1950 their vital importance is apparent; and the problem of continuing assistance on this scale either under British or under joint [...] The assets constituting the property of the mill are to be taken over for the purpose of management and operation by the Government and handed back to the shareholders in such condition as the management or mismanagement of the government-sponsored Board of Directors may leave them. [...] But its proximate justification is the necessity of keeping the Government of Burma in funds during a period of transition when the colletion of taxes in the Union of Burma particularly in the northern districts is not enough to finance the heavy rate of expenditure on law and order. [...] FAVOURABLE BALANCE OF TRADE India's sea-borne trade account (excluding the trade through the ports of Saurashtra and Travancore) for the month of February 1950 confirms the upward trend of the favourable balance and shows that since the trend was reversed in November 1949 the favourable balance reached the peak figure of Rs. [...] Export of Cotton Textiles: In view of the inability of the exporters of cotton piecegoods to specify the exact quantities they will be shipping in each month against licences granted to them the Government has modified the procedure for the issue of licences.
