It would therefore be futhe to dispute the authority of the Prime Minister; the restrain s he chooses to impose on himself will in the final analysis be those that are dictated by po:i cal csnsiderations party strategy and a desire to strengthen the hands of those to whom a difficult job has been entrusted on the success or failure of which the pre sperity of the country and the reputation [...] If conflict is however to be completely prevented a possible remedy might be to merge the Chairmanship of the Economic Sub-Committee of the Cabinet with the Deputy Chaimanship of the Commission and thus avoid the chief and most valid of the criticisms levelled against the status of the Commission. [...] From the point of view of the Commonwealth countries which have no proprietary stakes in the world's oil trade this is the aspect of derationing which is likely in the future to oe of overwhelming importance; and most Commonwealth countries will have justifiable cause for the complaint that this aspect of the problem. [...] The rent is fixed at 1/3rd of the value of the crop in the case of irrigated land and ith in the case of non-irrigated land. [...] The decision of the Ministry not to open any new hotels under the auspices of the railway admin!stsztions on the model of the existing ones at Aurang road and Puri also postpones for the present investment in projects which had better been left to the hotel industry in the first instance; there is little doubt that the Ministry's decision not to incur large-scale expenditure is wise in the present
