But the consequent loss of touch of the specialist with the general aspects of knowledge and his lack of leisure to pause and reflect on the deeper implications of the several sciences and arts are vital drawbacks which are the characteristics of university scholars in any coutry; according to the extreme view of Senor Ortega Y Gasset the "new barbarian is above all the pro fesional man m [...] In the social sciences for example there is nothing in this country comparable to the "Modern Greats" introduced in Oxford after the last war combining in a degree course the real problems of the modern world with the ancient wisdoms by making the students take up philsophy politics and economics and though the course is said to have acted as a strain on the average type of student the succ [...] The final test of the validity of the Comptroller General's criticism of the Concordat will however be the extent to which the formal repudiation will lead to independent criticism particularly of methods of finacial control for the legislature of which the Finance Department is a mere agent cannot function effectively even through its Committees. [...] Original expectations about the aggregate size of `bhurnidari' contributions were based on the assumotion of eagerness and ability on the part of the peasants to invest their savings in the acquisition of these special permanent rights in land and the actual collections being so megre in relation to the target will naturally be a disappointment to the sponsors. [...] DISCRIMINATION IN EDUCATION The reaffirmation by the Syndicate of the Madras University of the Communal G. O. for admission into the Government or Government-aided educational institutions in that State has led to a quasi-legal cotroversy and has been the occasion for one of the first applications wider the Constitution for the issue et a writ of mandamus.
