In the last three years the area of that choice has progressively declined partly because of the change in the balance of power between the great power blocs and the rising tide of the cold war partly because of events in India and in lands nearer home. [...] But the inadequacy of the achievement is apparent when these results are judged in the light of the `war-footing' for food which prevaied during the last year; a ten per cent increase in the additional production which is all that is claimed over the previous year will hardly measure the difference betweeh the normal and the emergency food plans. [...] Except to the limited extent to which procurement has reduced and will in future reduce the volume of the subsidy there is no indication that the activities of the Food Ministries in the Centre and in the States have brought the country one inch nearer the goal of self-sufficiency so loudly proclaimed a year ago. [...] In the context of the balance of payments position the possibility of a rlaxation of the current restrictions is not great and the detailed examination of alternative schemes of raw silk imports at the hands of the special committee apointed for that purpose is riot calculated to vary the total quantity of imports apprec!ably. [...] 20 ghanis" and consisting of operators and at least 50 per cent of the producers of oilseeds and 50 per cent of the consumers of oil in the jurisdiction of the society.
