The danger of any peace move at this time is that it may lead to the belief that the United Nations is not fighting with the strength of many nations but of one and while other nations have endorsed the second resolution of the Security Council they are lukewarm in the resistance of aggression. [...] At the time of the Delhi Pact the problem of the Bengal minorities overshadowed every other outstanding point of difference with Pakistan incluing Kashmir and an approach which implied a clarfication of every detail of the terms of an understaning could not have hoped for the same degree of success which the general if somewhat ambiguous terms of the Delhi Pact has now succeeded in a [...] The Government of Pakistan had agreed before the Security Council to withdraw its troops and it is part of the cease-fire resolution of the Security Council that the 'bulk' of the Government of India's forces should be withdrawn in agreed stages. [...] It suggests that subsequent taxation should be on the basis of a tax on gasoline which would secure the benefit of establishing a reasonable rlation between the tax on the one hand and the weight of the vehicle or the use of the road it makes on the other. [...] The postion will then be reviewed in the light of the progress that may be made in the development of the manfacture of cars and trucks in the country.
