THE EASTERN ECONOMIST 365 The President-Elect THE great public excitement that has been evinced in the election of the President of the Indian Ntional Congress may. be regarded as an indication that contrary to general expectations the shift in the centre of political interest from the Congress Party to the seat of the Government in Delhi since Indpendence has not been so complete as to [...] But this apparent movement of the National Congress away from the day-to-day workings of Government has of late been checked and reversed the beginnings of the new trend dating back to the discussions on the controvesial features of the Constitution in the final stages of the labours of the Constituent Assembly. [...] The success of a candidate who was strong enough on his own reputation with the tacit approval of the Deputy Prime Minister might no more than indicate that Sardar Patel was with his closer feel of the pulse of the party and the nation aware of the increasing desire of the members of the Congress Organisation to be more effectively in touch with the administration of policies than hitherto an [...] The average citizen who usually rests content with such information as he is able to obtain from the daily press could not have resisted the inference that the coincidence of the news of the accident to the Kashmir mail on the PathankoAinritsar section of the E. P. Railway exacting a toll of 9 killed and 35 injured with the release of the summary of the report was a tragic reminder of the vi [...] The detailed account of the allocation of functions between the Government inspectors not subject to the controls of the Railway Ministry and officials of the railway aministrations is certainly not of special interest to the public.
