The quantum of bonus payable to textile workers was apparently the bone of contention; since however this was already the suject of an appeal before the Appellate Industrial Trbunal and the fate of the strike quite clearly depended not on the bonus—its duration was settled by the Award—it is clear that the real issue was how long the Socialists could keep the men out when the I.N.T.U. [...] This devlopment was not altogether unexpeeted and the veto as it were was one of the best answers to a question which the Secretary General had posed for an essay competition—on whether the use of the veto had undermined the effectiveness of the organisation in the political and security fields. [...] THE FORCE OF THE AXE With the Finance Minister's return to India this week the question of reduction in expenditure may he expected to have become very urgent and the fact that the deficit in the central budget is mentioned at about Rs. [...] The recent review of planning in this country which was issued under the auspices of the Planning Commission last Thursday has proceeded in the opposite direction but the milieu and environment are different the Mutual Aid Plan after 1952 to which the British pamphlet makes a reference is the mere expression of a pious hope and the Planning Commission has therefore had to emphasise the pover [...] The Chairman of the Legislative Council has the concurrence of the Speaker of the Union Parliament and presiding officers of State legislatures in the view that the established parliamentary practice in other countries ... three readings in the Second Chamber should be observed in India also.
