On the other hand the backing for the rebellOn has arisen primarily out of the steps taken by the I-donesian Government for the establishment of a uni`ary state by disintegrating the Negara of East Indonesia and the Ambonese trouble has provided a rallying point for a movement for regional autonomy in opposition to the policy of the Indonesian Goverment to unify and integrate the areas. [...] He is the first to have created staggering surpluses above the line" in the budget and the first to have accepted the virtues of the "alternative classification". [...] The Dulles Reslution called for an amendment of the rules of procdure of the General Assembly in order to enable it to net at twenty-four hours' not:cc in the event of a veto in the Security Council and it would enable the General Assembly to adopt recommendations on the subject of debate. [...] But the judgment proceeded on the view that the failure of the Road Transport Corporations Act to define policy and rights and privileges of the corporations and the devoluticn of powers to decide these substantive matters so the State Governments amounted to delegated legislation which is invalid. [...] The reason of the amendment is the delay in the submission of the reports of several Parliamentary Delimitation Committees which in turn will put off the final phase of delinlitation by Parliment well up to the middle of December.
