The purpose of the Cominform directive to the Peace Movement of 22nd September 1950 was the paralysing of the armaments industries of Western Powers by means of workers' action and the penetration and weakening of Western armies. [...] The resoltion whidh Parliament voted down did not indeed go into any detail; and it had distinguished antecedents for the President of the Constituent Assembly in his final address to the members had regretted the negtive wording of the relevant articles of the Constittion of India prescribing the conditions for election to the popular assemblies.
