But equally there must proceed among members of the Security Council the fullest scrutiny of the military conduct of the campaign and its unhappy political rpercussions in order to determine whether in the iterest of the United Nations a change in the higher command would not help. [...] The Imperial Bank of India which is the banking agent for the provinces has not branches enough in the Indian states in order to extend in those areas the cleaing and settlement system which was devised in the thirties for the benefit of the provinces. [...] The agreement of February last between India and the U. S. extends the application of the Fulbright Act to India in pursuance of which the current year's oprative plan places the Fulbright rupee funds and also the dollar funds provided by the Smith-Mundt Act within the reach of 100 nationals of the two countries out of whom 60 from India including students and professors have already left for [...] How sucessfully the benefits of the exchange of the knowledge of techniques can be exploited is conditioned obviously by the capacity of the people to absorb those techniques and the opportunities which the trainees get to diseminate them in their own country. [...] INCOME-TAX CONCESSIONS The income-tax concessions recently announced by the Govenment of India are based on the acceptance of the recommendations of the Indian States Finances Enquiry Committee to the effect that rates applicable to incomes arising in Part B States should be brought on a par with rates prevailing in the rest of India by a gradual process.
