The people of the United States are possibly perfectly right on the issue of logic The United Nations was not intended for nations whose compliance with the principles of the Charter is in doubt. [...] The theoretical or practical case against waste need not any longer be argued but the argument that a substantial part of the budget deficit was due to the settlement with the U. K. for stores and equipment bady needed for the Defence services and the pensionary liabilities of the Government of India" is dubious and questionable. [...] The Government of India assumes full responsibility for its territorial integrity and defence and to that end it has acquired to the right the station troops at any point in the State The external relations of Sikkim—poltical economic and financial—are to be regulated solly by the Government of India Communications of all descriptions in the State are to be under the direct control of India [...] The basic provision of the new legislation will be to prescribe for a reduction of secured debts in the proportion which t'he valation of the land in question bears under the Encubered Estates Act to the valuation under the Zamidari Abolition Bill. [...] In vast tracts of the country specially in the heavy rainfall areas cattle have been unproductive and this is attributed to the lack of nutrition in paddy straw" the chief fodder of the tract.
