Until the end of the last war the Red Army was indentical with the Soviet army in the asence of the satellite countries of Eastern Europe or China; the fighting strength of the Soviet army ehibited by the defenders of Stalingrad and Leningrad made the world marvel at their endurance superior brute strength heroism and high patriotism. [...] The recent experience of the Indian Army in Kashmir and its former experience in the African deserts during the last world war indicate perhaps that except in such extremes of winter as the Nazi divisions faced in the siege of Leningrad in the last war the Indian soldier will not be beaten in the matter of endurance. [...] A decription of the process adopted in the training of the army of Ho Chi-Minh in Indo-China which is now available in a statement of the Viet_Namese General Nguyen-Huy-Thanh shows that a long and mechanical process of psychological in addition to the physical drilling is being undertaken in respect of the soldiers. [...] Though in the latter case the larger goal of social welfare would according to the claims of uncritical apologists of controls have provided the reasons for regulation the complete lack of control over the factors governing production has necessarily diluted the theory of the state's responsibility for wefare as the raison d'etre of controls. [...] The agenda of the Conference however is interesting from ve point of view—apart altogether from disagreents regarding the transfer of further assets of the 'undivided Issue Department of the Reserve Bank and the repayment of Pakistan's balances with the Baning Department of the Reserve Bank.
