And that was to point the moral that a serious limitation to the promotion of welfare arises largely out of the shortages in the pool of goods and services the wise distribution of which is popularly rgarded as the final problem of the Welfare State. [...] It can hardly be doubted that in a country where the average span of life is short and consequently rsults in the shortage of the working life and where ill-health and the hazards of employment may further encroach on the contribution of labour to production the ultimate benefits of the Welfare State which suceeds in improving health and education of the wokers will be greater than in t [...] During recent years the enthusiasm for increasing the obligations of the Welfare State has been manifesed in the legislative programme of the Labour Minitry for the fixation of minimum wages and fair wages regulation of rationalisation and such measures; and in practice the awards of Labour Tribunals have been having the effect of steadily expanding labour's real share of the diminishing [...] The findings of the committee on the real financial working of the Himalayan Airways are a pointer to the danger of uncitrrmining the cost structure of the industry by reduction in fares. [...] The continuance of protetion after the first year will however depend on the results of the review of the progress of the industry during that period.
