The greater' the weakness of the Governmentk the greater should be the resnonsibility of the people. [...] Once the assumption is made that the approach to human affairs should be either through the pursuit of the philosophy of freedom for the individual as has been the case with the democracies or through a dnial of that freedom as Communism would have it the other differences in the political and economic prblems have followed as a matter of course. [...] The main purpose of the international gathering at Bombay next week is to publicise this main danger to the culture of the age and to give a lead to the less informed and indoctrinated people of the decay that threatens to overtake the highest achievements of human mind over the ages. [...] it is quite Possible that the bargaining power of Iran can be stretched to the point of compelling the 'British to agree to an equal sharing of the profits of the lines of the American Companies' recent agreement with Saudi Arabia which is perhaps a model for the rest of the area. [...] The Ministry of Transport records the fact that in three years out of the first quinquennium the progress achieed in relation to the target has been about ten per cent in the case of national highways and less than five per cent in the case of all the other roads.
