The greater' the weakness of the Governmentk the greater should be the resnonsibility of the people. [...] The Ministry of Transport records the fact that in three years out of the first quinquennium the progress achieed in relation to the target has been about ten per cent in the case of national highways and less than five per cent in the case of all the other roads.
