In another leading article in this issue Back to the Parallel" we examine the question of the possibility of differences between India and the United States arising from the re-crossing of the Parallel. [...] The reticence of the Prime Minister on Korea in the last six weeks has been wise reticence; there really is nothing in the course of events to which we can point as an instance of the manner in which the United Nations has suffered from the failure to accept our advice not to brand China as the aggressor. [...] In the face of the known failures to enforce the law the loss of excise revenue has seemed all the more regrettable; if the Provinces are now forced to depend on the precarious capital budget of the Central Government for finaning their development programmes it is a situation largely of their own making. [...] It is a risk which has certainly depended more on the decision at the Kremlin than anything that has been done on the authority of the United Nations; in principle there can be no difference between a risk taken to the North instead of to the South of the Parallel since the Parallel was first sought to be obliterated only by the aggression of North Korea. [...] THE DEFENCE ESTIMATES That in spite of the announcement of the demobilsation of 50 000 men in the Army—which would be rgarded as the utmost that the Government could think of doing in the present conditions—the Defence Miniter has had a hard time in Parliament this week seems to be an indication of the dissatisfaction over the mouning defence expenditure even for the existing strength.
