The second of these is that since the United Nations work on the principle of collective security the views of other nations on the conduct of the Supreme Commander are as iportant as those of the United States. [...] To some extent this would be the natural result of the categorical terms of the ban imposed by the resolution of the Congress Working Committee of April 8 on the formation of separate parties within the Congress and on condemnation or criticism of Congress and Congress Government policies 'except in party or committee meetings'. [...] However the corolary of this decision to close up the ranks of the Cogress should have been especially when a general election has soon to be faced the enunciation of the fundamental principles and policy of the party to which every adherent would be expected to subscribe with the liberty to criticise and persuade only within the framework of the disciplinary rules to be laid down.
