It is too true that even the longstanding work of the agricultural research stations has not been carried to the cultivator in practical shape and the fault has been as much in the inability of the research workers to impress the cultivator as in the latter's failure to be zealous about receiving knowledge. [...] Even though the general principles on which the Bill rested were stated in Parliament in March last and appeared—perhaps largely to those outside the Part C States—to be not unreasonable the reluctance of Government to enact the measure with the help of the party whip is significant; apparently the members from these States have been able to ipress Government about the vulnerability of the o [...] The argument adduced in support of the resolution that the administration in one class of States is as good or as bad as in any other and therefore the distinctions made in the Constitution are not warranted is mere rhetoric which ignores the realities as well as the careful consideration given in drawing up the Constitutional provisions to the santity of previous agreements about the maint [...] A. which will be the administering authority cannot in due course fail to become aware of such forms of using the aid to fulfil the objects of the Congress law; it may similarly have a voice in the investment of the proceeds of the sale of the grain until they are drawn upon to make repayments. [...] PROTECTED TENANTS IN HYDERABAD The status of protected tenants created by the Hyderabad Tenancy and Agricultural Land s Act 1950 has now matured after the lapse of the statutory limit of one year granted to landlords to rebut the presumtion of protected tenants created in favour of tenants who were in possession of the land at the commencment of the Act.
