The puzzle in Sudanese politics is to a certain extent related to the impossibility of deciding whether the era of Egyptian rule which was inaugurated under Kurshid Pasha or the later period of autonomy under the Mandis—before Lord Kitchener as the Sirdar of the Egyptian Army paved the way for the Condomnium—has been the happier period in the country's history. [...] The prosperity which Sudan enjoys at prsent the promise of welfare which is implicit in the five-year plan which was recently announced by the Civil Secretary in the Legislative Assembly and any hope of impounding the waters of the Nile proper and the Blue Nile are bound to disappear if this remote African territory gets involved in the Anglo-Lgyptian quarrel or if the quiescent Sudanese n [...] Subject to the overriding veto of the Governor of the State these Councils will enjoy a wide measure of autonomy including powers under the Civil and Criminal Procedure Codes and a voice though not a veto on the framing of so much of the budget of the province as relates to these tribal areas. [...] It has not yet been proved that a vigorous drive for enrolment on the part of the teacing staff at the concerned institutions helped by the raising of a much larger number of sub-units and the provision of larger sums of money for training will not lead to an increase in the strength of the ccrps. [...] The continuance of the exemption in the case of High Court Judges and officers of the Secretary of State Services who continued to serve after the coming into force of the Indian Constitution on January 26 1950 is because of the liberal construction of the provisions of the Constitution which secured for such judges and officers the same conditions of service as regards remunertion leave and
