THE EASTERN ECONOMIST 887 Hereros against Herrenvolk WHILE the great debate between the East and the West on the global issues of rearmament and disarmament continues to secure all the attention of the delegates to the General Assembly in Paris the spotlight has turned temporarily on South Africa. [...] It was on the basis of this opinion that negotiations have proceeded between a Committee of the United Nations and the Union Government and the efforts have ended in a failure which was certainly not due to the lack of a conciliatory approach on the part of the Comittee. [...] There can be no doubt that the tolerance of the existence of primitive peoples of South-West Africa will only be on the basis of the extent to which they would contribute to the welfare prosperity and sense of racial superiority of the chosen race that rules the Union.
