[...] The fact that the iediate beneficiary of the revenue surplus is the ulti-purpose projects shows that the Government and the Planning Commission have remained unrpentant over the scale of expenditure on these schemes in spite of the reported failures of some schemes to make progress commensurate with the investment thereon. [...] FINANCE Issue of Savings Certificates: It has been brought to the notice of the Government of India that in spite of the notification of the Ministry of Finance of Noveber 7 1947 National Savings Certificates have been issued in the joint names of an adult and a minor or in the names of two minors jointly by the post offices under a bona fide misapprehension.
