It is inevitable that the agreement which is the rsuit of this silent revolution in the Chancellerie [...] The troversies over China having subsided at the 'moment the major problem which faces the State Department in the Far East is now seen more clearly tu be the problem of demonstrating the advantages of the dea-Jcratic way of life. [...] The merit of leaving it to the industry to decide the question may be to reduce the purchases to' the actual requirements in a market where prices may be influenced by the decision not to buy the entire quantity. [...] It is now denied that any expenditure was incurred over the navigation project wasteful or otherwise as this part of the scheme is still low in the order of prinrity But this refutation of the criticism of infructuous ependiture sounds very thin since the revision of the order of priority is itself sufficient proof of the ill-coceived character of the original scheme. [...] The present allocation of the shares of each State proceeds on no clearly defined basis; the Sarker Committee had sugested that of the sixty per cent share 35 per cent should proceed on the collection of the revenue and 20 per cent on the population of each State In asking for a share definitely on the population basis Madras is arguing the case of other populous States like U. P. and Bihar.
