The conservation of the sterling area's gold and dollar reserves in the interim period before the improvement in the terms of British trade and in the export prmotion of the member countries has to be attempted by a balanced trade supported by long-term borrowing. [...] A. to ensure regularity in purchases of mterials from the sterling area—which is viewed with some optimism in view of President Truman's indiction virtually to the same effect—must be able to reduce some of the immediate causes of the strain and make a clearer picture of the position available in the second half of the year. [...] It is not the least of the considerations to be borne in mind that the claim now made in Bombay in connetion with an International Industries Fair was in the context of the exclusion of the products of American industry from participation—which would seriously question the claim of the Fair to be international in character. [...] A draft measure for the redistribution of land has been promised; the establishment of a State bank the stabilisation of the currency and the introduction of a well-ordered budget must make more efficient adminitration possible and prepare the way for the effective utilisation of aid which may be of the order of Rs.
