The conservation of the sterling area's gold and dollar reserves in the interim period before the improvement in the terms of British trade and in the export prmotion of the member countries has to be attempted by a balanced trade supported by long-term borrowing. [...] A. to ensure regularity in purchases of mterials from the sterling area—which is viewed with some optimism in view of President Truman's indiction virtually to the same effect—must be able to reduce some of the immediate causes of the strain and make a clearer picture of the position available in the second half of the year.
