The saing in the men and material constantly needed to keep up the state of preparedness on the war front will mean some relief to both sides and possibly the advantage will be greater on the Communist side in view of the recent reports of epidemics in its ranks and the general strain of the war on its resources. [...] The Bi itish Board of Trade issued on April 9 a statement on the developments of the Coference which needs to be repeated in full: "There has been a number of reports in the Press about the activities of the British participants in the Moscow (Economic) Conference. [...] The plea of the Joint Council of Action reprsenting the employees of the East Indian Bengal-Napur and Assam Railways for postponement of the iauguration of the three zones: for a short period of about four months to enable a thorough re-examinta tion of the revised schemes to be made by an expert committee was modest and a concession to it would have been acclaimed as a gesture of ad [...] The inauguration of the three zones on April 14 was planed to synchronise with the identical day of the last year which saw the introduction of the first phase of regrouping. [...] Already the machinery for dealing with various aspects of the famine has been set in motion and the latest is the deci-ion to use the Army to help the work of deeening of wells.
