The Indian people can now taken up an attitude more friendly than that of the war-ravaged areas of the rest of the Asia and recognise the new aspiration of Japan to adapt herself to the new circumstances and play an important in the region without creating suspicions. [...] The programme of expansion of exports to the American market has ivolved a great deal of special care in the exporting countries in the manufacture of goods suited to the tastes and predilections of the American consumer and all that effort would be wasted if tariffs should intevene at this stage to prevent sales in the U.S. [...] The mebers of the sterling area who have now clearly stated their deep interest in the maintenance of the solvency of sterling have a definite stake in the outcome of the representation now made to the U.S. [...] This conflict between the political and economic aspects of Japanese revival is the crux of the problem of Japan to the rest of the world. [...] Apart from the general desire of the Occupation Administration to conciliate and restore the dignity of the Japanese people American aid to the extent of over two billion dollars has retored vitality to the economy and provided a standard of living to the people with which further progress could be contemplated.
