The last of the major issues in the great debate this week concerns the abolition of the standing advsory committees of the House. [...] It is absurd to suggest that the Union government had less voice in the determintion of the future of hereditary rulership in the State than the Kashmir Constituent Assembly when the Indian Constitution had ' specifically recognised the Ruler as an integral element of authority in the State along with the Council of Ministers and the Constituent Assembly. [...] The present manner of assertion of its autonomy by the leadership of Kashmir seems to reveal a desire to be independent of even this obligatitnt for reciprocity not to speak of the larger obligatiOns which the membership of the Union entails. [...] To have forced Belgium to agree to the funding of a portion of the debt payable to the Union against the grant of a loan for an equivalent amount to Belgium by the International Monetary Fund and to have got the gold-hungry nations of Europe to undertake a contigent liability for the payment of gold to the Union are also outstanding achievements. [...] The size of the deficit is even at the reduced rate still alaring; the whole of it will now have to be settled in gold at the expense of the Central reserves of the sterling area.
