Mossadeq has returned to power with the help of mob violence in defiance of other constittional proprieties and his assumption of the war porfolio probably indicates that the control of the army will be the first step towards the consolidation of his power not only against the Majlis and the Shah but of the other subversive forces. [...] In this sense the rest of the world especially the free world in which the Middle East forms strategically one of the most vital zones has a stake in the fortunes of the Goverments and peoples which is disproportionate to its capacity for effective or helpful intervention. [...] THE WORLD COURT'S DECISION The judgment of the International Court of Justice on the Iranian oil nationalisation law is couched only in negative terms to the effect that the Court had no jurisdiction notwithstanding a clause in the oil agrement of 1933 to the effect that the parties will submit disputes to this tribunal for adjudication. [...] The Government had placed orders for the constrution of the ships in order to prevent the disintegration of the shipyard and the dispersal of the trained labour employed at the yard.
