Because Indian opinion is so heavily in favour of the exercise of restraint in the limited areas now avaiable to us there is no doubt that the Prime Minister's foreign policy enjoys the support of the great majority of the Indian people. [...] On major issues such as the initiation of peace talks after the outbreak of the Korean war the admission of the People's Republic of China to the United Nations the crossing of the 38th parallel and the bombing of the Yalu plants it has not been able to alter American policy. [...] THE RACE IN TAXATION The refusal of the Bombay Finance Minister to refer the multi-point Sales Tax Bill to an expert comittee for examining it in all its details and the hurry with which official spokesmen have set about modifing the Bill here and there so as to meet the possible threat pf a challenge in a court of law of the provsion to tax traders' stocks serve only to strengthen the [...] It may not be out of place here to invite the attetion of the Bombay Government to the two committees which were recently set up by the Chancellor of the Exchequer in Britain to enquire into the effects of taxation changes on traders' stocks and the valuation of such stocks for purposes of the purchase tax. [...] The British Note states that the transfer in favour of M. Rolin will be allowed on condition that the application is resubmitted on Persian Government account but confirms the previous notification that the transfer to Rome is not approved "in the light of the provision of the Italian-Persian Trade any Payments Agreement of February 3 1952 under which it is uderstood settlements in sterlin
