In the second phase in which the U. K. sought to achieve balance with the rest of the world success was possible quite ahead of schedule and during the first-half of 1952„ the U. K. was in surplus to the extent of £14 million not counting defence aid from the United States. [...] PAKISTAN AND PASSPORTS The last-minute request of the Government of Pkistan to postpone the introduction of the passport system by one month came as an anti-climax to th': wilful insistence with which that Government had sought to introduce the passport system between the two countries in disregard of all pleading to the cotrary.
