In the second phase in which the U. K. sought to achieve balance with the rest of the world success was possible quite ahead of schedule and during the first-half of 1952„ the U. K. was in surplus to the extent of £14 million not counting defence aid from the United States. [...] PAKISTAN AND PASSPORTS The last-minute request of the Government of Pkistan to postpone the introduction of the passport system by one month came as an anti-climax to th': wilful insistence with which that Government had sought to introduce the passport system between the two countries in disregard of all pleading to the cotrary. [...] The Governor pointed out that with Taft as Chairman of the Policy and Labour Committees Capehart for the Banking Committee Hickenlooper for the Atomic Energy Comittee and McCarthy as Chairman of the Committe: or Government operations the dominant personalities in a system of Government in which Congressional Committees wielded most of the power would consist of those with the worst record. [...] At the same time the General was also nibbling away at the inconsistencies of the Administration epecially on the formulation of the scheme of the 'dfensive perimeter' early in 1950 with its implication of"628 THE EASTEI/11 ECONOMIST October 17 1952. [...] The large-scale industry could prosper only on the strength of the purchasing power of the people which was "going down" on account of widespread unemploment and "half employment" in the rural areas of the country.
