The events of October 16 indicate a serious divsion of opinion; if as the Prime Minister of Indonesia states the division is not in the Cabinet but in the country that makes the situation all the graver. [...] But a Government without a strong folloing in the country is in no position to wrestle with the army chiefs or even to meet with the political influence of the Sultan of Jodjakarta who has the backing of the Masjumi and Socialist elements in the Cabinet. [...] One may wish of course that the British Gov-. ernment did not insist on adjudication by the Intenational Court on the entire question of compensation or claim compensation for the premature termination of the 1933 agreement besides the claim for the value of the assets in Persia. [...] CRIME-WAVE IN KENYA The proclamation of a state of 'emergency and the despatch of troops to Nairobi to launch a drive against the terrorists have given the impression of the exisence of an alarming situation in Kenya. [...] But it is not the theory of the bourgeois society in which the brotherly delegates were asked to believe that is so important as the implicit undertaking that the Comunist parties in the democratic countries should work for the success of the Soviet Communist Party because its objects are identical with peace and that in that process they should resist the mandates of their own Governments.
