The case in support of this view is apt to be lost by default in view of the firm conviction of the AraAsian nations about the virtue of their championship of the non-self-governing peoples' right to freedom. [...] And yet it might appear—if only because of memories of the passage of the India Food Bill—that it is Congress and not the President which is more important in the kind of legislation in which the East is primarily interested. [...] In the House the Republicans have a majority of ten and the final coposition of the Senate is 48 Republicans 47 Democrats and Senator Wayne Morse—who walked out of the Republican Party during the Eisenhower campaign:— but may be reckoned on aid on the Eisenhower side. [...] The terms of the Royal Commission on East Africa belie the profession of interest in the welfare of the African population which is expressed in its preamble. [...] The agreement on the principle of the Bill—which all sections of the House expressed—was however combined with a good deal of apprehension and doubts on the details of the administration of the duty.
