That the Planning Minister should be unaware of the implications of his self-sufficiency thesis that the Finance Minister should be unaware of the relations bdtween " food prices and the food subsidies that the Prime Minister should be unware of the limits on the area of existing controls are terrible handicaps in the formulation of any rational food policy by the Central Government. [...] The point which is important is that the acceptance of self-suffciency at the conclusion of the plan implies a rejection of a basic assumption in the draft plan about the level of food consumption. [...] Now it is an express purpose of the plan to raise the level of food consumption and on page 45 of the draft plan there is an implied promise that "the increase in output in the Plan envisaged in the Plan together with three million tons of imports will make it possible to raise the level of consumption to about 14.5 ounces per day after allowing for the increase in population". [...] The contrast between the scale of outlays as summarised in the data relating to High Dams in India a publication icidentally of the Board and the present-day project estimates with Bhakra leading all the rest is too great not to attract comment; and the agenda reflects some of the anxiety; to reduce these costs. [...] The decline in primary prduction the stagnation in basic industries the rigidity of the wage structure and the rising cost of living— are all bad omens for the future stability of the Austrlian economy.
