'Whether party political strategy will tolerate the continuance of the present Government as in 1950 and 1951 with the minimum of obstruction or whether Lbour will decide to take the initiative to force the Goernment out of power may be decided in the course of the year. [...] There is however no special reason for satisfaction in the return of the Left since by its very nature it will be unsuited to undertake to carry out the type of programme best suited to the restoration of the health of the Australian economy. [...] In the third year of the five-year plan and in spite of the Finante Cormision having reported the states continue to look to the Centre for assistance. [...] In the first place the socialised sector has the great advantage of occupying the fertile areas of the country. [...] those of the proceding quarter; the total for the first nine months of the year was £31 million below the total of £354 million for the corresponding months of 1951.
