The swearing-in of the Cabinet even )efore the return of the Premier-designate from Wasngton seems to indicate that President Soekarno has :aken the initiative to break the uncertainty. [...] The failure to establish a fresh understanding between the Masjumi and the Nationalists has been due largely to the refusal of the rank and file of the Nationalist party to respect the discipline necessary under a coalition government. [...] In substance the Soviet contention asked for the drafting of a new convention on the Dardanelles confined strictly to the Black-Sea powers —Turkey the Soviet Union and the satellite States of Bulgaria and Rumania that the border territory comprising Kars Ardahan and Artvin should be placed under Soviet jurisdiction and an effective share in the control of the Dardanelles should be conceded to [...] Even if the Russian note makes an explicit and uequivocal denial of any territorial ambitions against Turkey the reference to the possibility of safeguarding the security of the Soviet Union and Turkey in relation to the strategic gateway of the Dardanelles lacks that forthright tone of a frank disclaimer. [...] Whatever the precise implications of the Balkan Pact from the strict technical criteria of a military alliance of defence its very conclusion has served to restore balance in this region which was overweighted since the termination of the last war by the emergence of - the satellite states.
