L. A. therefore wanted to amend the law in the Assembly by incorporating that "intention was the essence of the offence." The Law Member admitted that the section was defective but said that in actual practice "the Judges always regard the intention of the writer or the speaker as the essential ingredient of the. [...] The entire resources of the country will be at the disposal of the nation as a whole—that is of the masses—so that in cultural as well as in industrial progress India may within a short period of time come abreast of other nations of the world. [...] impudently made in the name of "economic law" is in truth the claim that the aggregate value of a people is the private property of a class and the camouflage of "economic law" is intended to suggest that the monopoly is granted by a decree of nature. [...] The truth that the system of exploitation has reached its own destruction in that the privileged few are gorged and the torrent of material products overwhelms them is not a' matter of clear knowledge in the general mind but the feeling of the crisis and of its nature is almost universal. [...] And as if to point the contrast the Soviet Union has passed through its most difficult period of developing heavy.industry - and establishing the collective farms and in 1934 is moving forward to an immense increase in the output of consumtion articles and the raising of the standard of living of the workers far above that level in most capitalist countries.
