I would Hibmit that this is one of the chief causes if not the main cause of the present lack of respect for law in the whole province and if the Goveinment are really solicitous of the well-being of the people inhabiting rural areas I would suggest that they should try to restore the position d the Zemindars in the areas under their control. [...] I have no doubt that on the conclusion of the labours of the Conference they will have the satisfaction of having done something which may prove to be a landmark in the history of the landed interests in this country. [...] The task before the All-India Landholders' Federation is to link the individual zemindar to the party and the party to the nation. [...] We are also assured of the sympathy of all local governments and of the personal interest of His Excellency the Viceroy in all earnest and genuine attempts made for the solution of the problem. [...] for the dual purpose of supplying short-term credit which is necessary for their agriculture and for the arrangement of marketing of the crops to the best advantage of the growers by establishing a direct connection between them and the wholesale buyers at the big purchasing centres and thereby saving them from the exploitation of greedy and unscrupulous middlemen maimjans amLsowkars.
